ISLAMABAD: The 1320MW Sahiwal Coal Power Plant has achieved two major regulatory milestones after receiving positive decisions from the National Electric Power Regulatory Authority (NEPRA), marking a significant development in its operational and compliance record.
In a key decision, NEPRA formally accepted the plant’s explanation regarding the nationwide blackout of January 23, 2023, and closed the inquiry without imposing any financial penalty. The investigation had been initiated to assess whether power generation companies complied with system restoration directions issued by the National Power Control Centre (NPCC) following the countrywide outage.
According to regulatory proceedings, questions were raised over the time taken by the plant’s two units to synchronize with the national grid after restoration instructions were issued. However, the plant submitted detailed technical evidence, including operational logs and safety data, explaining that a total system collapse requires extensive stabilization measures before safe synchronization can occur.
The company argued that auxiliary systems, protection mechanisms, turbine and boiler parameters, and grid stability conditions had to be carefully verified to prevent equipment damage and further instability. After reviewing the submissions, NEPRA concluded that the synchronization timeline was technically justified under blackout conditions and closed the matter without penalties.
In a separate development, the plant achieved its highest-ever performance in the Annual Health, Safety & Environment (HSE) Audit for 2024–2025, securing 96 marks the best score in its operational history. The result reflects steady improvement over recent years, with audit scores rising from 66 to 87, 93, 95, and now 96 marks.
Audit observations highlighted strengthened workplace safety procedures, improved emergency preparedness, enhanced environmental monitoring, and effective risk management systems. Officials noted that the consistent improvement demonstrates institutional commitment to safety, regulatory compliance, and operational discipline.
Energy sector observers say the dual outcomes regulatory clearance in a major crisis investigation and a record HSE performance reinforce the plant’s technical credibility and strengthen its standing within Pakistan’s power generation sector.
The developments are also expected to enhance investor confidence and regulatory trust, positioning the facility as an example of compliance-driven and safety-focused power generation in a highly regulated industry.
